Add toast message when a protection rule is added for packages

  @rchanila I'm going to create 2 follow-ups for these, since 1 is already happening in production and the other is a feature enhancement:

  1. Add a toast message Changes saved. when a protection rule is added.
  2. Update the toast message when updating the storage setting to be Changes saved. rather than Cleanup policy successfully changed.
