Cache a Chromium version every month

Cache a Chromium version every month through a scheduled pipeline job. This will ensure that when we go to upgrade we will have multiple options in case the most recent version introduces breaking changes. This will lower the risk that we are forced to spend time supporting breaking changes when an upgrade is needed.

  1. Cache standard and fips versions of Chromium
  2. Perform caching on a regular interval of once per month
