Support Filter by Identifier for group level

Following the spike issue Spike: Identify solutions to support group leve... (#506480 - closed) • Bala Kumar • 17.7 • Needs attention , we will support group level filtering for groups. This will be done by implementing a check to validate that the filtered scoped does not include more than 20K vulns (this check will be based on table which includes #vulns per project - see @bala.kumar spike issue results)

In case the filter will not be available, it will be grayed out in the dropdown list, with an i icon, with the following message:

"This filter is only available for groups with fewer than 20,000 vulnerabilities."
