Breakdown DB updates and model changes for system_access_group_microsoft_applications

During investigation of https://gitlab.com/gitlab-org/quality/gitlab-environment-toolkit-configs/staging-ref/-/issues/169+, we discovered that the GET tooling (or another deployment component) isn't completing the migrations such that model changes with attrs fail to find the existence of the table, that is added by the same changeset/MR via Create SaaS specific tables for microsoft integ... (!172497 - merged)

While we investigate the core issue around why the DB existence checks are failing, it may be important to revert/separate the contents of the MR above as having them together will risk the upcoming SM/Dedicated release. We can instead merge these separately, even spacing them across milestones to bypass the issue.
