Groups in dashboard with no permission

A common use case is after a SAML user with minimal access logs in, they will be redirected to their groups dashboard page. The user does not have permission to view the top level group. The user needs to expand the top level group to find a group they can visit.

1. We should not link through to groups the user doesn't have permission to view.
2. The user should be presented with groups they can click through to without having to expand.

• Option 1 - auto expand the group that can't be visited
• Option 2 - the tree view should begin with groups of role > minimal access
