Problem to solve

A large Self-Managed, Ultimate customer reported that after enabling the GitLab CI + TeamCity integration and using merge trains, users can still merge if the TeamCity build fails and the GitLab CI build succeeds - essentially ignoring the TeamCity pipeline, which is not ideal as this creates risk of security issues being pushed to production.

Build support for Merge Trains with TeamCity.
