Allow issues scope search to query by type of epics

Background

Related to #499442 (closed)

type field was introduced to issues search for Advanced search. However, issues search always filters out epics (see https://gitlab.com/gitlab-org/gitlab/-/blob/87a3d90fead8a19e2e6f754623c60337e361dd12/ee/lib/gitlab/elastic/search_results.rb#L376)

This means that the issues scope in search can't be used to bring back epics type data

Proposal

Adjust the query builder options to remove not_work_item_type_ids option if type is provided
