Resolve discrepancy between CTA label on Duo settings homepage and seat assignment page (Duo Pro only)

Context

GitLab Duo Pro users can purchase seats via customers portal.

Problem to solve

The calls-to-action on the settings homepage and the seat utilization page are inconsistent for Duo Pro:

Proposal

Ensure all CTA's that link users into the purchase seat flow via customer portal say Purchase seats (with an external link icon).
