Create partitioned web_hook_logs copy (Step 1)

Problem

We need to introduce a new partitioned table which is a copy of web_hook_logs and use the recently introduce DailyStrategy.

Solution

• Create a copy of web_hook_logs, similar to #422764 (closed)
