Feedback issue: updated To-Do List experience

Purpose

The goal of this issue is to collect feedback about the updated experience on the To-Do List.

What changed?

• Introduced feature to snooze to-do items (all users)
• Introduced bulk editing for to-do items in place of "Mark all as done" (all users)

• Introduced feature to snooze to-do items (GitLab Team Members)

Not much! This update is primarily a technology change to enable the features we're planning for later in Q4/Q1. The biggest changes you'll see right now are:

• The filtering experience for To-Dos now follows our standard Pajamas guidance for filtering
• The To-Do List automatically stays up-to-date as you work
• (For self-managed installations, after 17.8) You now receive multiple todos for a single issue or merge request
