Root Level Control on Personal Notification Settings

Problem to solve
In Gitlab, you are not getting any emails if you are part of the default reviewer group. You will only get emails if you are explicitly added as a reviewer, even though you are part of the default reviewer group.
This is creating a gap because reviewers don’t know if the MR is even created and individuals have to reach out to you personally to ask for reviews. It slows teams down and it would be great if this issue can be addressed in Gitlab if possible. Can the individuals in default group be explicitly also added as reviewers since that takes care of email notification? Having all projects and groups in a single list like that is very tedious to navigate through.
Proposal
Ideally, it would be better to have a more collapsable tree view where I can apply settings at the top-most desired level and let all things inherit from the parent resource(s). Then if I need to override a setting on a child item, a user can expand down to the sub-group or project level and set the desired settings there.
