[VSCode] GitLab Duo in broken state

Problem

GitLab Duo (via GL Workflow VSCode extension) is not usable and shows inconsistent information about whether it's being enabled or not.

Description

I am signed into the extension with my gitlab.com work account but I am working on a personal project i.e. the repository is not under gitlab-org. Could this be the source of the issue? The user experience in Duo is broken in the following ways:

  • The chat window is available but completely blank, no code suggestions
  • The Duo indicator in the status bar shows a crossed out Tanuki (disabled / not available)
  • When I click it, it pops a menu at the top saying that Chat and CS are Enabled
  • Running an account verification checks says that all accounts are valid

As an end-user I am getting mixed signals here: Duo is not working, some views say it's enabled, others say it's disabled, and none tell me what to do about it.

The logs also seem to suggest everything is OK (all requests logged were 200s.)
