Duo workflow service logs are only accessible via GCP

Problem

Duo workflow service logs are currently only accessible via GCP, rather than Kibana like other GitLab services, this can make debugging duo workflow harder compared to other GitLab services.

Desired Outcome

Duo Workflow Service logs are accessible in the same standardized way as logs from other GitLab services (Kibana).
