Display link to Jira from vulnerability Dashboard

Release notes

Problem to solve

• There is an existing integration from the GitLab instance to Jira
• A user creates an issue from a vulnerability, picked from the Vulnerability Report.
• The link to the Jira issue is available at the vulnerability level, not in the Vulnerability Report
  • Without the link to Jira, the issue is created in GitLab and the link to it appears in the vulnerability report in the "Activity" column.

Proposal

• Add to the Vulnerability Report an icon/link to issues, even if they are outside of GitLab.
