Feature flag removal task for oauth2_device_grant_flow

In Co-create: FF rollout for oauth2_device_grant_flow (#468479 - closed) we default enabled the FF oauth2_device_grant_flow. As that has worked as expected for a few milestone, the FF can now be removed.
