Add AI Logs toggle to Duo settings page

Description

Add AI logging toggle to the UI in the Duo Settings page as per design. The logs are currently controlled by the feature flag expanded_ai_logging and this work will require backend work to complete the feature.

Definition of done:

  • A toggle exists in the Duo settings page and it can enable/disable self-hosted models logging
