Remove ClickHouse Compute nodes from Opstrace production cluster

Definition of done

• Get the existing users and send communications to them for removal.
• Remove double write tracing code paths
• [ ] Migrate extant user data to CH cloud.
• Assess what production GCP resources exist to support ClickHouse.
• Plan and execute their removal
