One time-migration of TFS work items to GitLab issues

• Migrate TFS work items to GitLab issues.
• From the GitLab project settings, connect to a TFS project for this one time migration.
• Copy all TFS work items from that TFS project and create one new GitLab issue (in the GitLab project) for each TFS work item.
• For this first iteration, only copy the TFS work item title and description. Copy them to the GitLab issue title and description.
