Problem to Solve

Context: This is a corrective action from https://gitlab.com/gitlab-org/gitlab/-/issues/490681.

The goal is to retroactively help customers replenish their CI Minutes quota if it is exceeded due to an incident, for a given timeframe.

Provide a report to other Engineering teams, internal stakeholders like Support or CSMs, that generates a list of:

1. Affected namespaces
2. Associated customers
3. CI Minutes consumed

Based on a given date/time range as input.

Goals

1. Manually build such a report for https://gitlab.com/gitlab-org/gitlab/-/issues/490681+
2. Automate this report (Tableau?) by being able to query for this data based on the input date range.
