FE: figure out difference between statistics_card and usage_statistics and try to unify them

This is a typemaintenance technical issue. ee/usage_quotas/components/ has two components:

• statistics_card.vue
• usage_statistics.vue

They seem to have overlapping responsibilities. As we move closer to a common layout on Usage Quotas — we need to figure out the difference between them and if/how we could unify them.
