Clean up the Infrastructure as Code documentation to user Opentofu instead of Terraform

Proposal

Rewrite the https://docs.gitlab.com/ee/user/infrastructure/iac/ and subpages to have every example and description use Opentofu, instead of Terraform.

We should put a note at the beginning of the documentation stating that features and examples work with Terraform too if not otherwise noted.
