Unlicensed EE Service Integrations accessible through API and after creation

Services which need a license are restricted through Project#disabled_services, but these can still be created or updated through the API.

At the moment this is limited to jenkins and will include the github integration from https://gitlab.com/gitlab-org/gitlab-ee/merge_requests/4591#note_60266569.
