Vulnerability Report: Update "Solution available" activity badge variant style

Problem to solve

The addition of the AI features (Vulnerability Resolution and Vulnerability Explanation) and addition of the filter to find only vulns that have VR available led me to do an audit of all activity badges on the Vulnerability Report. While there is obvious logic in when to use the warning and success variants, there was ambiguity on when to use the neutral, neutral muted, and info variants.

In conclusion of that audit, only 1 current badge variant needs to be updated.

Proposal

Per #474339 (closed), the Solution available badge should change from a neutral muted to blue (info) variant.
