馃帹 Design: Service account UI MVC
Based on the discussion in #387071 (comment 2205092066) we'd use this issue to create a UX proposal with product team that can accomodate the trade-offs/limitations around new additions to the left navigation but also is easy to use and can scale between SM and GitLab.com
This is a placeholder issue I will be using a prior design issue and epic as a point of reference for how we can structure the epic and design issue. Once I meet with Hannah, and we sync on how we want to collaborate and structure the issue, I will update the issue description.
