FE: Pipelines: handle the disabled state

Context

• In this MR !172270 (comment 2210842969), we added cards to the top of the pipeline tab of the usage quotas page. During that review, we had feedback on the shared runners are disabled
• Currently the feature off state is conveyed though this denominator:

Draft suggestion:

We might want to keep displaying the total (as it still applies, even if the feature is temporarily off).

Display actual total value, add an info banner to the tab:

(i) Instance runners are disabled for all projects in this namespace.
