Remove previously selected scoped labels when selecting a scoped label

Summary

Only one label from a scoped label set can be applied at a time on a work item or MR. However users can currently select >1 label from the same set, giving the appearance all will be set (in reality only the last will be applied).

To clarify what will be set, when a scoped label is selected any existing labels from the same set should be unselected, leaving only the last selected scoped label. This brings the UI in alignment with what the outcome will be.

Example: Select workflowin dev then workflowin review. On the second selection, workflowin dev is removed as a selection.
