Problem

We need to learn more about how Org Mover can possibly work, to inform design decisions.

Proposal

1. Set up a GDK env
2. Spawn a cell using gdk cells commands
3. Make the destination cell use Geo code but do read queries against the legacy cell DB
4. Hack on the env until either 1) some non-PG data is replicating to the child cell, or 2) you have learned enough about the problem to move design discussion forward
