Proposal: Enable DUO Health Check Feature without Active DUO License

We've identified an opportunity to further enhance customer confidence in their Cloud Connector configuration by making a small but impactful change to our DUO health check feature related Slack discussion with @sguyon

📊 Current Situation:

• We have an excellent health check feature for DUO that:
  • ✅ Validates all necessary connections
  • 🧭 Guides customers towards resolving potential issues
  • 🔧 Streamlines the process of getting DUO (trials) working efficiently
• 🚫 However, this feature is only available AFTER the trial has started and the subscription is synchronized

💡 Proposal:

Make the health check feature available even without an active subscription.

🌟 Benefits:

1. 🔒 Increased Customer Confidence: Customers can validate connections before committing to a trial, ensuring a smoother start.
2. 🔍 Proactive Issue Resolution: Potential problems can be identified and addressed upfront, reducing frustration during the trial period and saving time for Solution Architects troubleshooting the environment.
3. 🚅 Streamlined Trial Process: By resolving configuration issues beforehand, the actual trial can focus on evaluating DUO's capabilities.
