UI: Comboboxes for "Change the visibility of individual features in a project" not editable.
Summary
I'm trying to enable public access to build artefacts of a private repository, that sits within a private organisation (although the same would apply for other repository features).
As per the docs "Change the visibility of individual features in a project", I should be able to fine-tune visibility of specific project features as long as I have the Owner role (I do).
When I go to the settings however, I can turn features on or off, but I am unable to select a fine-tuned visibility for that feature. I have seen this before with other repositories I have control over, so I don't think it's just to do with the setup of this one.
There quite possibly is a good reason why I'm not able to do this, but, the fact that the drop-downs are simply greyed out without giving a reason I feel is a UX problem.
Steps to reproduce
Currently unable to be precise, as I don;t know what the issue is or why.
- Go to the settings for my project
- General -> visibility. Scroll down and almost all comboboxes are not selectable or contain no values.

What is the current bug behavior?
I get no feedback as to why I can't change these settings.
What is the expected correct behavior?
At the least, I'd like a tooltip when I hover over the combobox, explaining why I can't change that visibility.
If there are common reasons why I wouldn't be able to update the visibility, and these aren't overly complicated and highly specific to my particular project, such that it;d be impossible to list them in a useful way, it'd also be a bonus if these could be added to the documentation page.
