FY25 PCSAT --> Iterations enhancements

Background

gitlab-org/foundations/ux-paper-cuts/team-tasks~29480955 has identified several issues from the Q3FY25 PCAST report that we can investigate and address in the upcoming milestones.

Issue

• Iteration is not assigned to the issue when the issue gets added from issue board for a specific iteration (used to work before) -
• Iterations List is not ordered by start date (when adding an iteration to the Issue board use case), feels randomly generated where already closed iterations are not removed, this makes it hard & inefficient to select the correct one.
