Steps to reproduce

  1. Create an issue
  2. In the issue description, include a checklist and mention a user
  3. Save the issue
  4. Confirm the mentioned user received a todo
  5. Check an item on the checklist

  1. The user receives a new todo after the checklist is updated

  1. The user should not receive a new todo
