Show discussion thread for todo in a preview drawer

You'll now be able to view discussion threads for your to-do items in a convenient preview drawer, saving you time and reducing context switching. This new feature allows you to quickly review notifications, navigate between previews, and take actions like snoozing or marking as done, all without leaving your current page, making your workflow more efficient and streamlined.
Problem to solve
- Team leads are often involved in many concurrent discussions on issues, epics, and merge requests.
- They have to jump from topic to topic as they review notifications on these items.
- This requires a significant amount of time spent context switching between pages in GitLab.
Proposal
- When a user clicks on a todo item associated with a comment on the To-Do List, they should see a drawer view that shows the discussion thread for that comment.
- Users should be able to navigate to the full-page view of the record from the drawer. They can also access the list actions like snoozing and "marking as done/archiving" from within the drawer. In addition, we'll allow them to jump between notification previews with previous/next buttons.
- This issue focuses on displaying comments only. Replying and reacting will come in follow-up issues.
