Generalize avoiding the remote file existence check in uploads

🔥 Problem

In Optimize the upload confirmation endpoint in th... (!171297 - merged), we updated a specific upload (virtual registry) to not HEAD the object storage file since that upload is a workhorse assisted one. Thus, when the upload confirmation endpoint is called, we are guaranteed that the remote file exists. There is no need to check it again from the rails side.

🚒 Solution

Generalize the above solution to other workhorse assisted uploads as this saves one HEAD request to object storage.

⚠️ Use a feature flag to deploy this change as file uploads is a core functionality used by several features.
