Remove stepper in policy editor

Problem

After so many years with user testing and watching users, I don't see user use the stepper at all. And I don't see we will increase more steps in near future. In order to reduce the complexity of the policy editor. I suggest remove this completely from the UI.

Proposed solution

Remove the steppers in all policies.
