Docs: Add version history for the GitLab for Jira Cloud app

Everyone can contribute. Help move this issue forward while earning points, leveling up and collecting rewards.

Problem to solve

Please note this only affects manual installs.

If a GitLab upgrade makes changes to the app descriptor, you must reinstall the app.

The problem is that this page doesn't mention when a user should reinstall the app.

At the moment, we use release posts to communicate when the Jira app should be updated. However, not all users will read these.

I suggest adding a version history list to this page that shows the following:

When the Jira app is updated, include this in the version history list along with the GitLab version the change was introduced in
Amend the docs to point to this version history list where it suggests you may need to reinstall the app when new features are introduced.
