Remove legacy Elastic reference

Once all scopes are not using the legacy reference any more and all feature flags have been removed, we can remove the legacy reference. We should be careful because legacy references could remain in the queues and if we delete the code for it, the bookkeeping services might break so we should be sure that the queues do not contain any legacy refs or have a way to handle it.
