Exploring snippets won't display project-scoped snippets

Project-scoped snippets appear in the snippet exploring view.
Problem to solve
In an on-premise installation where there are a few projects and shareable snippets are scattered across them, there's no easy way to explore them all.
Even if you store project-related snippets in projects within a group or subgroup, there's no way to browse all snippets for the group.
Proposal
Include project-scoped snippets when browsing the /explore/snippet controller.

Feature Usage Metrics
This adds more info on an existing controller, or adds a new controller (depending on how it gets implemented). If it is useful, the usage statistics of that controller should raise.
