Store page size in localstorage

Updated: this has been changed to just using localstorage to keep track of the user's desired page size.

Problem to solve

• When you reload the To-Do List, you always return to page 1 of your results, even if you were previously on a different page.

Proposal

• Store the pagination state in the URL
• Reference this state when fetching the list of todos on initial page load
