Proposal: Improve "Checking pipeline status." on merge request interface.

Proposal

In Merge Requests, when pushing to the branch, the pipeline status area is stuck at "Checking pipeline status." this doesn't reflect sometimes that the pipeline was skipped due to some rules.

I propose this area gets updated to "No jobs scheduled to run" or even list the rules that were evaluated to not run the pipeline.

I come from an Issue report (Merge Request pipeline stuck at "Checking pipel... (#499831 - closed)) where I believed the pipelines were broken, as the message makes you think that gitlab is still pending the scheduling of a pipeline.
