Problem to solve

It is not possible to disable Quick Actions either via email replies or directly through issues. If you are on a Self-Managed instance of GitLab you might be able to work around this by limiting how your users are able to interact with GitLab via the instance's incoming email settings, but access to this on GitLab.com is not possible.
