Update environment detail page to use webSocket connection for the Watch API

Proposal

With the addition of the frontend-friendly Watch API we want to update the environment page to use the new APIs.

Start with putting the new functionality behind the feature flag and fall back to the current implementation in case a network error occurs (when a websocket connection couldn't be established for any reason).

• Flux resource (Helm release or Kustomization)
• Pod events
