Improve wiki draw.io editing messaging

Problem to Solve:

When editing a draw.io diagram in the wiki the text that pops up is the same for both icons. This leads to confusion around which icon actually allows you to edit the diagram.

• This icon allows you to edit the diagram URL and create an Alt text. Side note, the Alt text doesn't really do anything? I would have assumed it would change the title, but the URL is still present at the title. This text could say, Edit diagram URL and Alt Text

• This icon brings you to the draw.io editor interface. This text could say, Make changes to the diagram
