GitLab Duo Chat - separate window for chat in UI

Problem to solve

Currently, you cannot breakout the Gitlab duo chat to a separate window while in the GitLab UI. This ability would improve user workflow and lessen the impact of switching between windows in the UI.

Proposal

The ability to open Gitlab duo chat in a separate window while in the Gitlab UI (not web ide/editor) to improve workflow for a user.
