User mapping - Fix keep as placeholder flow

The removal of the refetchQueries option in placeholder_actions appears to have broken the 'keep as placeholder' process.

When a user selects "don't reassign", clicks "confirm" and switches to the Reassigned tab, that tab is not updated with the new row until you refresh the page.
