Add disclaimer and feedback link to AI generated VR suggestion

The original designs for the VR in MR feature include a disclaimer comment calling out that the suggestion is AI-generated. Comment generation still needs to be added as part of the suggestion creation process.

The disclaimer should also include a link to the VR user feedback issue: https://gitlab.com/gitlab-org/gitlab/-/issues/476553
