Show popup when framework saved with pipeline

Proposal

When saving a framework and pipeline is set, show popup that compliance pipelines are deprecated.

The popup modal should be displayed when the update framework button is selected and before the saving actually happens.

The wording for the modal should be the same as the complaince center warning:

Compliance pipelines are deprecated

Avoid creating new compliance pipelines and use pipeline execution policies instead. Pipeline execution policies provide the ability to enforce CI/CD jobs, execute security scans, and better manage compliance enforcement in pipelines.
