Partition table ci_job_artifact_states

The ci_job_artifact_states is not supposed to be used on gprd, but it has ~277M rows and it's considered a large table, having more than 50GiB.

We need to know why we store this data and if it can be removed on gprd. If we do need it, we should look into partitioning this table.
