Add "token just expired" email notification for Group and Project tokens on expiration Day

Customer reported that they were not receiving notifications for expiring Gropu and Project tokens.

This was tested, and it was reproducible(internal link).

token-just-expired notifications are sent for PrAT or GrAT, but is only sent for PATs. From reading the relevant code in ExpiredNotificationWorker and in NotificationService, it looks like this is the case. I

We should have notifications for Project and Group token on the day they expired.
