Push to Google Artifact Management fails with 400 error

Follow the instructions to set up Google Artifact Registry in a GitLab project
Attempt to run the example that copies an image by using Docker
- You'll probably have to pick a different source image
Pushing to the Google Artifact Registry fails, but listing images succeeds
