Add worker to updates notes when dismissing vulnerability

As part of the sec DB decomposition the update of the notes table when dismissing a vulnerability had to be moved out and after the transaction updating the vulnerability tables. To increase the possibility that the notes table is updated accordingly we need to move this work inside a Sidekiq worker Related MR: !167299 (merged)
